asphalt road repair on private road

I have a large area to repair and have been given options of simply digging out crumbled asphalt and refilling with hot asphalt and rolling, or digging down a couple of inches in the clay surface and putting some road base down, compacting that and adding hot asphalt over that. Do you think it makes a difference, and would one last longer? Thanks.

till up the old asphalt and add portland cement, then patch with hot mix. you have a base failure. the cement should stablize it.
