base is the asphalt layer that is placed directly on top of the soil. generally composed of more construction aggregate. of course, the intermediate layer is the next one on top of the base. usually, less heavy kind of asphalt. surface layer is where you step on, where cars drive on. this is usually, compacted and is layered by a protective chemicals to avoid deterioration.
