RAP (Recycled Asphalt Product) hole fixing advice needed

My landlord is too lazy to fill the holes in our RAP lane and driveway. I have loosened and dug from high into low spots to fill in the craters that have formed over 7 years but they're getting bigger and more numerous. I am hoping to learn a better and more permanent way of fixing these holes. Should I be looking into cold patch techniques or adding sealant to the loose gravel and/or RAP fill? My VW will soon disappear-please help? Thanks!

you can use those ready made crack fillers in the market. then re-seal the driveway.
