any recomendations on a tack that does not need to be heated, can be applied cold with some type of spray system

I work for a small city and we are getting ready to do alot of asphalt, we are trying to find a tack coat that does not have to be heated and build a spray unit to apply it. thanks for your help.

In Canada we call it SS-1. It can be diluted with water and brushed or applyed with a squeege.
