what is the bestway to anchor/ or anchor's for surface mounting to asphalt?

I have the same question. I want to anchor some landscaping timbers through the asphalt with reinforcement rod. It has some pretty good size sones in it (3/4). the hammer drill is not making it.

try an electric jackhammer with a point bit. It will drive a clean hole right through it
