we built a 16' x 26' workshop over asphalt. how can i make the surface smooth enough for interlocking plastic flooring or is there another means of making the surface smooth enough for everyday use.

it depends on how you define smooth. if you define it as smooth as having no uneven parts, then leveling the asphalt is what you need to do. it also depends on how the asphalt was done in the first place.
