How steep is too steep?

We're building a house and have a 300' easement to access the property. The natural grade is between 5% amd 25%. We can make it 16% as a straight line, but would require big retaining walls on either side. Or, it can be about 20% at the steepest point for 100' or so. Is that too steep?

No, your driveway is'nt too steep but you will require a contractor with the right equipment such as a roller that is driven at both axles to avoid mix displacement.
