Can you apply a new layer of asphalt on old layer of ashpalt if the old layer has been recently rained on?

I live in Sacramento, California and it is November 14, 2006. I would like to get the asphalt down in the next 3 weeks depending on the weather. What are the necessary conditions required to get the best job done?
